Cordillera Day 2008 Draws In Support to Local Struggle vs. Large Mines, Militarization

The early rains in April did not spoil the Cordillera Day 2008 celebration, however muddied and ready for plowing the rice fields were in the host community of Brgy. Poblacion, Baay Licuan, Abra. Themed Resist Mining Plunder and State Terrorism Cordillera Day 2008's 3,000-strong delegation from the international, national and regional levels gave concrete support to the local struggles of the host community and the whole of Abra province against large-scale mining and militarization. A resolution was signed backing the earlier petitions of Baay Licuan against Olympus Pacific Mining Inc., Abra Mining and Industrial Corp. (AMIC) and Jabel and the militarization of communities opposed to it. A petition calling for the immediate stop to the massive militarization in Tubo municipality in southern Abra was likewise signed by all delegates. These resolutions will be submitted to concerned government agencies and offices, and the mining company involved.

April 22: Ritual in Capcapo
Cordillera Day 2008 opened with a program and ritual headed by elders of the host community in Capcapo mountain, where Olympus has started drilling in a 4, 300 hectare mine site since February 2007 without the Free, Prior, and Informed Consent (FPIC) of the indigenous communities therein. Prior to this, the said communities had no idea as well of any approved mining claim which was approved by the National Commission on Indigenous Peoples (NCIP) in 1999. Sustained community opposition pushed the present NCIP to intervene, thus temporarily halting Olympus' operations.

Olympus is still trying to comply with the FPIC requirements as prescribed by Philippine Law (Indigenous Peoples Rights Act), but community leaders, such as those from host organization BALITOK (Baay Licuan Takderan Omnu a Karbengan), are asserting that from the start, their position remains clear and has not changed: that they do not want large-scale mining in Baay Licuan. In a press conference on April 24, BALITOK Chairperson Ernesto Quinto said that what the communities want is to use and manage their own mineral resources through non-destructive means such as traditional small-scale mining.

In Capcapo, the elders butchered a pig during the ritual, declared vigilance against Olympus and other attempts of destructive projects in their ancestral domain. Blood from the butchered pig was spread in all seven drilled holes in the mountain to symbolically seal the said statement.

April 23: Recalling the CRC struggle and the current fight against Olympus
In the opening on April 23, leaders of BALITOK, Baay Licuan Indaka Salakniban (BLIS) and representatives of the barangay welcomed the delegates after a militant ecumenical prayer led by different church leaders and elders from the Cordillera Elders Alliance (CEA). The history and current situation of Baay Licuan was extensively discussed as well by Anton Valera of BLIS. These messages and inputs were culminated when Fr. Cirilo Ortega shared the victorious struggle of the Tingguians against the Cellophil Resources Corporation in the 1970s, owned by Marcos' cronies and backed by the Marcos government.

Workshop discussions with concrete resolutions on current regional and national issues took place in the afternoon on the following topics: Basic Mining Education and the Cordillera Mining Situation, Exchange of Experiences on Mining and Militarization Struggles, Small Scale Mining as an Alternative, On State Terrorism, Optimizing Legal Remedies, International Remedies (UN Declaration on the Rights of Indigenous Peoples) and Basic Documentation, Importance of Lobbying and Internationalizing our Campaign, Building International Solidarity in Support to the Cordillera Peoples' Struggle, and the Children's Workshop.

The workshop groups yielded resolutions against large scale mining, for small-scale mining as an alternative, for to support internationalizing and lobbying Cordillera indigenous peoples' campaigns, among others. The workshop on building international solidarity resulted to the formation of CPA Friends Abroad, with an initial membership from the workshop group. As an output, the children's workshop presented a skit depicting the Tingguians' anti-Cellophil struggle.

Caucuses (women, peasants, elders, youth, migrants, drivers) were conducted in the evening. The caucuses with Binongan elders, specifically facilitated by CEA yielded to yet another historical result with the constitution and adoption of a Unity Pact against large and destructive mines (Katulagan ti Panglakayen, Mananakem, Papangat ti Tribo ti Binodngan Kontra iti Higante ken Makadadael a Minas). Clad in their traditional and indigenous attire, the Binodngan elders, including women and representatives of the youth presented the sealed pact in the afternoon of April 24. It is initially signed by 200 elders and is currently being circulated among other Binongan elders.

Video documentaries were shown later in the evening, featuring Cordillera-produced Toxic Gold (Sabidong ti Balitok), That the Mountains May Chant the Truth, Agno, Cordillera Day: A People's Struggle, and other documentaries produced by other regions. Throughout the day, solidarity messages from friends, partners and advocates from the international to local communities were read. Bp. Leopoldo Jaucian of the Diocese of Abra also imparted his message of solidarity to the Cordillera Day 2008 delegates. Gongs were played by the host community and other provincial delegates throughout the program, followed by community dancing.

April 24: Resist Mining Plunder and State Terrorism!
Bagong Alyansang Makabayan (BAYAN or New Patriotic Alliance) Chairperson Dr. Carol P. Araullo delivered her keynote speech in the morning of April 24, highlighting the successful anti-Chico dam struggle also at the time of the Marcos dictatorship, and relating it to the continuing struggle of Cordillera indigenous peoples for right to ancestral domain and right to self determination. The Cordillera Day background and rationale, and the nature of this year's celebration was shared by CPA Secretary General Windel Bolinget.

The Dap-ayan ti Kultura iti Kordilyera (DKK) had the delegates' undivided attention with the staging of The Untold Story of Gatan. More solidarity messages were read and imparted, followed by a press conference with leaders of CPA-Abra (KASTAN), BALITOK, CPA, Kalipunan ng mga Katutubong Mamayanng Pilipinas (KAMP) and BAYAN.

After resolutions and petitions were shared in the afternoon, the Abra delegation impressed the delegates with its cultural presentations ranging from the kullilipan and uggayam, takik, and tadek. Community dances ensued as gongs were played by the host community. Though heavily militarized and bombed, a delegation from Tubo municipality asserted to attend the 24th Cordillera celebration and imparted through kullilipan the history of militarization and interest of large mines in their hometown, and the massive human rights violations in Dilong Valley.

The solidarity night ensued, where cultural presentations from Cordillera provinces, other regions and abroad were staged until the early morning of April 25. The delegation left in a caravan towards the capital town of Bangued.

The struggle of the Binongan indigenous peoples in Baay Licuan, and other issues confronting the Abra indigenous peoples has gained concrete support in Cordillera Day 2008. The CPA remains in solidarity and with them as greater conflicts are expected after Cordillera Day was successfully held and projected the particular issues affecting the communities therein.

Cordillera Day 2008 was successful and meaningful through the continuing support and solidarity of advocates, partners and friends, including new commitments in the advocacy of Cordillera indigenous peoples' struggle for self determination.

Today as before, we rally with our Tinggian brothers and sisters against the aggressive invasion into their homeland. We remember their fierce resistance in the 1970s against the Cellophil Resources Corporation (CRC), a logging operation backed by the Marcos dictatorship. Let us be resolute in the pursuit of our struggles, as we observe Cordillera Day 2008.

A Tinggian who testified against Cellophil during the Permanent Peoples Tribunal in Antwerp, Belgium in October 1980, said: "Don't mistake us. We are not backward-looking people. Like others, we want development and we want to improve our lives and the lives of the next generations; we want better education, better health and better services. But we want to control this development in our land and over our lives. And we demand a share both in decision-making and in the benefits of development. We do not recognize the right of the Marcos regime, or the World Bank, or anyone else, to steal our lands, forests and other resources. We do not recognize their right to dictate to us or to exploit us. We believe in the justness of our struggle. We are ready to fight and defend our land with our lives".

And so we shall be in the continuing defense of our land, life and resources.

If not immediately confronted, such impacts could happen in Abra, one of the mining hotspots in the region. In Abra alone, there are 14 Exploration Permit applications under process, three approved Mineral Production and Sharing Agreements and one Financial and Technical Assistance Agreement (FTAA) application. The FTAA applied for by Lindsay Resources covers 14 municipalities in Abra and the municipalities of Balbalan and Pasil in Kalinga province.

Meanwhile, the right of the indigenous people in Baay-Licuan to free, prior and informed consent (FPIC) was grossly violated by Olympus Pacific Minerals. This Canadian mining company did not secure FPIC from the Binongan people prior to exploration and drilling in their ancestral domain at Capcapo mountain. The people had no prior knowledge that there was a Mineral Production Sharing Agreement (MPSA) approved and issued to the local subsidiaries in April 1998. Now, the communities are opposing the mining exploration of Olympus and its local conduits AMIC and Jabel, which continued to operate despite petitions filed by the communities as early as March 2007. Olympus only stopped its operations in August 2007 due to sustained community opposition forcing the National Commission on Indigenous Peoples (NCIP) to defer all exploration activities due to lack of FPIC. The affected communities are now stepping up their opposition with the continuing submission of petitions since March 2007 to the NCIP regional and provincial offices and local government units.

The dredging of the Abra River is also underway with the operations of Abra Rio Sand and Gravel, Inc., a local subsidiary of Australian company Rio Dorado, which has admitted mining interests in the communities of Baay Licuan, Lacub, Malibcong, Tubo, Tineg, Bucay, Bucloc and Tayum.

We gather this Cordillera Day 2008 to strengthen our unity, reaffirm our commitment and carry on the militant struggle of our people in defense of land, life and resources. We mark the 24th Cordillera Day with greater resolve to resist mining plunder and state terrorism and to fight for and secure our individual and collective human rights against the backdrop of a regime clinging to power through state terror and hell-bent on the sellout of our national patrimony. At this time of severe national crisis, we resist mining plunder and state terror, and intensify our struggle for self-determination and genuine national democracy.


 demands immediate release of NDF peace consultant Elizabeth Principe
condemned the Armed Forces of the Philippines (AFP) for the abduction of Elizabeth Principe, a peace consultant of the National Democratic Front of the Philippines (NDFP) and demanded her immediate release.

Principe, 56, was abducted last November 28 by eight armed men in black special forces uniforms along P. Tuazon Avenue in Cubao, Quezon City and forced into a vehicle. The AFP later acknowledged that operatives of the Cagayan Valley-based Philippine Army 5th Infantry Division arrested Principe, but only after her release was demanded by the NDFP.

CPP spokesperson Gregorio “Ka Roger” Rosal echoed earlier statements by NDFP negotiating panel chief Luis Jalandoni that Principe is covered by the Joint Agreement on Safety and Immunity Guarantees (JASIG) that provides for the free and unhindered passage and travel of negotiators, consultants and other personnel of both peace panels and protects them from surveillance, harassment, searches, arrest, detention, prosecution, interrogation and other similar action.

The CPP also demanded that the AFP respect Principe’s rights under the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL), which was also duly signed by the NDFP and the Philippine government.

Rosal pointed out that even as formal peace talks await continuation, the JASIG remains

in force and should be respected and adhered to by the Arroyo regime.

“Principe’s abduction is the latest in a string of abductions of peace consultants and personnel of the NDFP being carried out by the fascist AFP. The Arroyo regime has once again exhibited outright contempt for human rights and wanton disregard for peace agreements.”

Rosal added that such continuing abductions depict the utter incorrigibility of the Arroyo regime even in the face of United Nations Human Rights Commission Special Rapporteur Philip Alston’s damning report that definitively pinpoints the Arroyo regime’s policies and the AFP’s “counterinsurgency” strategy as the framework within which the spate of killings and enforced disappearances are being perpetrated.

“The CPP and all revolutionary forces hold AFP commander-in-chief Gloria Arroyo responsible for Principe's abduction and any harm that may befall her while under custody of her military abductors,” added Rosal.

The CPP spokesperson also reiterated its call for the AFP to immediately acknowledge custody of all other NDFP peace consultants and personnel previously abducted and demanded the release of those who have not yet been summarily executed. Among those who remain missing to date are NDFP peace panel consultants Leo Velasco, Prudencio Calubid and Rogelio Calubad and their staff as well as civilians abducted with them. The AFP has consistently refused to acknowledge responsibility for their disappearance.

Remembering Ama Daniel Ngayaan (1922-1987)

It was 20 years ago when tribal elder and leader Daniel Ngayaan was abducted and killed in Cagaluan gate, Pasil, Kalinga province, by the Cordillera Peoples Liberation Army (CPLA). Ama Daniel had just come from the Regional Council meeting of the Cordillera Peoples Alliance (CPA) in Baguio City on October 5, 1987, of which he was the vice chairperson until his death. At that time, he was also the chairperson of the Cordillera Bodong Association. His remains were never found. Twenty years after his abduction, his family, clan, friends, and kailyan have yet to say that justice has been served. On October 5, 2007 we remember and honor Ama Daniel, hero and martyr of the Cordillera peoples' struggle.

Who is Ama Daniel Ngayaan?
Ama Daniel was born in 1992 in Sitio Liglig, Tanglag Lubuagan, Kalinga.He belongs to the Tanglag tribe. Ama Daniel was able to finish elementary education with the inaccessibility of education in far-flung areas, and later raised his family of eight as a farmer and a skilled carpenter.

From 1955-1960, his leadership earned his appointment as Barangay Captain of Tanglag.

In 1974, he was one of the elders who stood up and actively participated and led the opposition against the World Bank-funded Chico River Dams project during the Marcos dictatorship. Ama Daniel significantly contributed in uniting the elders of his community, being an influential peace pact holder himself for the Tanglag tribe. Through his participation in bodong conferences in Buscalan, Tanglag, and as far as Metro Manila, community opposition was strengthened and consolidated. From these bodong conferences, elders forged a pagta expressing opposition to the dam project in 1975, in the spirit of the defense of ancestral heritage, His leadership figured as well in spontaneous actions against the dam such as the dismantling of the National Power Corporation camp in Mosimos, Tomiangan. Affected communities including a huge number of women marched down from Tomiangan to Camp Duyan in Bulanao, Tabuk to return parcels of the dismantled camp. This happened in 1976.

Threatened by the growing opposition, the Marcos government later sent PANAMIN (Presidential Assistant on National Minorities) representative Manda Elizalde to the province. PANAMIN was used as a divide and rule mechanism against the tribal peoples sjust so the dam project would push through. Scholarships were offered to families, including cash and canned goods. Ama Daniel was among the first to expose the real motives of this agency. Like thousands of mass leaders and members of the progressive organizations illegally detained during the Martial Law, Ama Daniel, together with other 150 leaders, elders, oppositionists of the Chico dam was arrested in 1976. They were detained in Camp Olivas in Pampanga, charged of hampering a government project. They were released the following year with the help of different support groups from the church, the Free Legal Assistance (FLAG) and Amnesty International. His arrest and detention, did not, however, water down his determination against the dam construction and his people's fight, as he continued to figure in the struggle against the dam. Being a peace pact holder, he was among those who actively participated in the formation of the Kalinga Bontoc Peace Pact Holders Association (KBPPHA) in 1982, where he became an officer. In 1983, the growing and widening Cordillera people's movement gave rise to the birth of the Cordillera Bodong Association, which he later chaired. During the second congress of the Cordillera Peoples Alliance, Ama Daniel was elected vice chairperson, In October 5, 1987, Ama Daniel was homeward bound to Tanglag after the CPA Regional Council Meeting when he was abducted by elements of the CPLA in Cagaluan gate.

Justice for Ama Daniel
Justice for Ama Daniel remains elusive. It remains so even with the knowledge that the CPLA is accountable for his death, and later on Romy Gardo of CPA-Abra. Even with CPLA's criminal activities and the complaints lodged against it, the CPLA remains scot-free and is fact coddled by government, the latest act of which is the CPLA's integration into the Armed Forces despite its criminal records under the Arroyo government, virtually forgetting the CPLA's crimes. For this, the state remains culpable of denying justice to Ngayaan, his clan, tribe and the Cordillera people's movement.

Thus, as we remember Ama Daniel, we shall not let out guard down and continue to expose the CPLA for its criminal acts and human rights violations. We shall continue our calls for the immediate abolition of this paramilitary group and make it answer for its crimes against the Cordillera people.

Two decades after his abduction, we come to remember the life of our martyr Ama Daniel Ngayaan-his great contributions in the defense of our ancestral lands, his thoughts and deed as a progressive tribal leader. We also remember the brave people of Kalinga and Bontoc who stood up against the dam. Today, the Chico river runs free and flowing.

Ang mga alitang ito sa loob ng magkabilang kampo ng nagharing uri ay pinaliliyab ng pang-ekonomiyang krisis na kongkretong makikita sa pagtaas ng presyo ng langis sa pandaigdigang pamilihan na nabunga ng pagtaas ng presyo ng mga pangunahing bilihin. Ito ang hindi maiwasang mangyari sa nagharing uri sa panahon ng permanenteng krisis ng sistema – "isa laban sa lahat".

Ang mga isyu ng korupsyon, panunuhol, katiwalian, paglabag sa karapatang-pantao at iba pa ay PAREHONG ginagawa at patuloy na gagawin ng administrasyon at oposisyon. Walang pagkakaiba ang Lakas-CMD at Kampi sa PMP ni Erap, sa United Opposition ni Binay at maging sa nabubuong United Forces. Ito ang naranasan ng masang maralita sa nagdaang tatlong "Edsa Revolution" -- ang dating oposisyon ay nalagay sa administrasyon at ang dating administrasyon ay naging oposisyon – subalit walang kaginhawaang naranasan ang mga manggagawa at maralita.

Hindi malulutas ng administrasyon at oposisyon ang mga mabibigat na problemang pinapasan ng mga manggagawa at maralita – patuloy na pagtaas ng presyo, mababang sweldo, kontraktwalisasyon, kawalang trabaho, pabahay, panlipunang serbisyo at iba pa. Kapwa ang administarsyon at oposisyon ay may parehong layunin – ipagtanggol ang mapagsamantala at nabubulok na kapitalistang sistema.

Isang bitag ang "fighting one enemy at a time" o "choosing the lesser evil". Isang ilusyon ang paniniwala na ang pakipag-alyansa sa isang paksyon ng burgesya ay makapagpahina sa buong nagharing uri. Ang tunay na makapagpahina sa nagharing uri hanggang sa tuluyan itong maibagsak ay ang paglakas ng independyenteng kilusan ng manggagawa at maralita.

Ang panawagan ng iba't-ibang grupo ng burges na oposisyon at Kaliwa ng "pagkakaisa" ng lahat ng grupo laban sa paksyong GMA ay walang ibig sabihin kundi ang ilagay sa Malakanyang bilang kapalit ng paksyong GMA ay isa na namang paksyon ng mapagsamantalang uri na "suportado" ng malawak na masa. Hindi na dapat pumasok ang masa sa ganitong patibong ng burgesya dahil tiyak na mauuwi na naman ito sa kapahamakan ng mga mahihirap at muling makapagpalakas sa ilusyon at demoralisasyon sa kanilang hanay.

Nararapat lamang na muling babangon ang militansya at diwang palaban ng uring manggagawa at maralita para sa tunay na pagbabago sa kanilang aping kalagayan. Nararapat lamang na muling magtiwala ang malawak na masang api sa kanilang sariling pagkakaisa at lakas sa pakikibaka. Subalit ang enerhiya ng militansya ay kailangang nakatuon sa pagpapalakas sa SARILING kilusan ng uring manggagawa at maralita na HIWALAY sa alinmang paksyon ng nagharing uri – administrasyon man o oposisyon.

Nasa paglakas ng INDEPENDYENTENG KILUSAN ng masang api ang pwersa para mahatak ang panggitnang uri sa tamang daan para sa pagbabago ng lipunan. Ang kongkretisasyon ng independyenteng kilusang ito ay makikita sa sumusunod:

1. Isang kilusan na nakahiwalay sa kampo ng administarsyon at oposisyon. Higit sa lahat, isang kilusan na hayagang naglalantad na ang lahat ng mga paksyon ng burgesya kabilang na ang mga partido at grupo nila ay KAAWAY ng buong uring api dahil ang lahat ng mga paksyon ng mapagsamantalang uri ay NAGKAKAISA LABAN sa mga manggagawa at maralita. Kaya, walang anumang pakipag-alyansa alinman sa mga paksyong ito, temporaryo man o estratehiko.

2. Isang kilusan na pangunahing nakibaka sa mga isyung direktang may kaugnayan sa pang-araw-araw na buhay ng malawak na masa at itinataas ang mga ito sa pag-agaw ng pampulitikang kapangyarihan ng mga manggagawa mismo.

3. Isang kilusan na ang mga organisasyon ng pakikibaka ay mga asembliya at konseho ng mga manggagawa – regular, kontraktwal, walang trabaho, nasa pribado man o publikong sektor, unyonista man o hindi – sa mga pagawaan at komunidad kung saan ang otoridad ng pagkilos ay nasa kapasyahan ng mga asembliyang ito at wala sa mga unyon. Ang mga konsehong ito ang siyang dapat maging organo ng kapangyarihan pagkatapos maibagsak ang paksyong Arroyo.

4. Isang kilusan na nagtatakwil na may magagawa ang kongreso at senado para sa kapakanan ng uring pinagsamantalahan sa harap ng tumitinding krisis ng pandaigdigang kapitalismo.

5. Isang kilusan na nagtatakwil sa inter-classist na "caretaker government", "transitional government" o "coalition government".


Ang sentral na mga islogan ng kilusang ito ay:

GAWING PAMPULITIKANG PAKIKIBAKA ANG MGA PANG-EKONOMIYANG PAKIKIBAKA!

ITAYO ANG MGA KONSEHO NG MANGGAGAWA BILANG MGA ORGANO NG KAPANGYARIHAN MATAPOS MAIBAGSAK ANG PAKSYONG ARROYO!


Sa ganitong mga islogan lamang hindi na mauulit ang masaklap na karanasan ng nagdaang tatlong "Edsa Revolution" kung saan pinaaasa ang mga mahihirap na ang kanilang kaligtasan ay nasa mga popular na burges na lider ng oposisyon at rebeldeng militar.

    Ang TRG ba ay hakbang pasulong tungo sa pagbagsak ng bulok na sistema o tungo sa sosyalistang rebolusyon?

    Lubusan ang paniniwala ng Kaliwa na ang TRG ang siyang daan para sa tunay na pagbabago ng lipunan batay sa "balanse ng pwersa" sa tunggalian ng uri sa Pilipinas.

    Ano ba ang TRG?

    Ito ay isang transisyunal na gobyerno para maitayo ang isang makabayan (anti-imperyalista o anti-globalisasyon) na pamahalaan. Isang gobyerno na bubuo sa mga kondisyon para sa isang "demokratikong" lipunan. At mula dito ay "mabubuo ang lakas ng uri at ng masa" para sa sosyalistang rebolusyon sa hinaharap.

    Hindi dudurugin ng TRG ang kapitalismo kundi pauunlarin ito sa Pilipinas para sa sosyalistang rebolusyon. Ito ang esensya ng linyang TRG.

    May ilang mga "pragmatista" pa nga sa hanay ng Kaliwa na nagsasabing kung hindi kakayanin ang TRG kasama ang burges na oposisyon pero nasa "pamumuno" ng mga Kaliwa ay TG muna sa ilalim ng pamumuno ng burges na oposisyon. Ibig sabihin, TG taposTRG, hanggang sa sosyalistang rebolusyon. Ang mahalaga daw ay naoorganisa at nasasanay ang uri at ang masa sa pakikibaka kasama ang isang paksyon ng burgesya.

    Ang ugat ng ganitong pananaw ay nagmula sa pagtingin na nahahati ang mundo sa dalawang kampo: Una, kampo ng nabubulok na kapitalismo at kailangan na agad ang sosyalistang rebolusyon. Ito ay ang abanteng kapitalistang mga bansa. Ang ikalawa ay ang kampo ng binansot o pinipigalang kapitalismo o "mala-pyudal, mala-kolonyal" dahil sa imperyalismo. Obhetibong uunlad pa daw ang kapitalismo kung maputol ang kontrol ng imperyalismo. Ito ay ang mga bansang atrasado sa third world countries gaya ng Pilipinas.

    Bagamat kinikilala ng Kaliwa na burges ang TRG kabilang na ang demokrasya at anupamang pulitikal na institusyon nito, para sa kanila ito ay kailangan para sa pagbabago ng lipunang Pilipino dahil isang atrasadong bansa ang Pilipinas. Nilagyan lang nila ng "rebolusyonistang" lenggwahe ang kanilang burges na linya: "nasa pamumuno" ng uring manggagawa na para sa kanila ang ibig sabihin ay nasa pamumuno ng "partido komunista" o ng Kaliwa. Ibig sabihin, isang burges na pakikibaka na inako ng uring nais ibagsak ang burges na sistema at kaayusan! Ito ang rurok ng kahibangan ng Kaliwa sa Pilipinas: ang uri na may istorikal na misyon na ibagsak ang burges na sistema, ang uri na mortal na kaaway ang burgesya ang aako ngayon sa burges na pakikibaka at itayo ang isang tunay na burges na kaayusan sa bansa dahil sa katwirang may mga labi pa ng pyudalismo ang Pilipinas at hindi pa lubusang umunlad ang burgesy na demokrasya sa bansa.

    Ang linya ng proletaryado sa 19 siglo, sa panahon ng pasulong na kapitalismo kung saan ay supporting actor lamang ang uring manggagawa sa burges na rebolusyon noon laban sa pyudalismo at sa mga labi nito ay kinaladkad ng Kaliwa sa panahon ng dekadenteng kapitalismo na nagsimula sa pagpasok sa 20 siglo, partikular sa pagputok ng unang imperyalistang pandaigdigang digmaan sa 1914 subalit sa panawagang matamis pakinggan pero walang katotohanan: "burges na rebolusyon o pakikibaka sa ilalim ng pamumuno ng uring manggagawa."

    Ang resulta: SUBSTITUTIONISM ng mga partido ng Kaliwa sa independyenteng kilusang manggagawa. Ang mga partido ng Kaliwa ang umaako na mismo sa "kilusang manggagawa".

    Ang TRG ay hindi hakbang pasulong kundi isang kadena na itatali ng Kaliwa sa leeg ng uring manggagawa para sa uring mapagsamantala.

    Youth group Anakbayan expresses deep doubts over Mrs. Gloria Arroyos real motives for having granted Executive Clemency to ousted president and convicted plunderer Joseph Ejercito Estrada.

    Anakbayan questions the timeliness of the pardon. The response to Estradas petition for clemency was so abrupt that even Estradas lawyers were caught off-guard.

    Coincidentally, it came at a time when Mrs. Arroyo was implicated anew in the ZTE scam via a damning testimony from Jose Joey de Venecia at the resumption of the Senate hearings. It also conveniently comes at a period when Arroyo faces the publics overwhelming distrust over what is perceived as the most irreconcilable political crisis yet to ever beset her administration.

    Anakbayan has reason to believe that, like all other diversionary tactics being perpetrated by Malacanang, Estradas pardon is not for reconcilition and humanitarian purposes but still for the survival of Arroyos beleaguered administration.

    Estradas pardon, however, will fail to save Arroyo. It has done nothing but display the Arroyo administrations lack of moral ascendancy in imposing sanctions to corrupt wrongdoers. It demonstrates the Arroyo administrations practice of political expediency in legal and judicial decisions that come as a threat to its tenure.

    History will indeed judge Arroyos decision but we pose a challenge to the Estrada camp, known personalities of the political opposition, amid this development. Youth and students will not hesitate to condemn even the slightest inkling of Estradas capitulation towards the Arroyo administration following his pardon.

    We will not be diverted from our cause to build the broadest movement against the present corrupt and Mafia-like Arroyo regime.

    Customer:        Well, I'm not very technical, but I think I'm ready. What do I do first?
     
     
    Tech Support:  The first step is to open your Heart. Have you located your Heart?
     
     
    Customer:        Yes, but there are several other programs running now. Is it okay to install Love while they are running?
     
     
    Tech Support: What programs are running ?
     
     
    Customer:        Let's see, I have Past Hurt, Low Self-Esteem, Grudge and Resentment running right now.
     
     
    Tech Support:   No problem, Love will gradually erase Past Hurt from your current operating system. It may remain in your permanent memory but it will no longer  disrupt other programs. Love will eventually override Low Self-Esteem with a module of its own called High Self-Esteem. However, you have to completely turn off Grudge and Resentment. Those programs prevent Love from being properly installed. Can you turn those off ?
     
     
    Customer:        I don't know how to turn them off. Can you tell me how?
     
     
    Tech Support: With pleasure. Go to your start menu and invoke Forgiveness. Do this as many times as necessary until Grudge and Resentment have been completely erased.
     
     
    Customer:        Okay, done! Love has started installing itself. Is that normal?
     
     
    Tech Support: Yes, but remember that you have only the base program. You need to begin connecting to other Hearts in order to get the upgrades.
     
     
    Customer:        Oops! I have an error message already. It says, "Error - Program not run on external components."  What should I do?   
     
     
    Tech Support:  Don't worry. It means that the Love program is set up to run on Internal Hearts, but has not yet been run on your Heart. In non-technical terms, it simply means you have to Love yourself before you can Love others.
     
     
    Customer:        So, what should I do?
     
     
    Tech Support: Pull down Self-Acceptance; then click on the following files:   Forgive-Self; Realize Your Worth; and Acknowledge your Limitations.
     
     
    Customer:        Okay, done.
     
     
    Tech Support:  Now, copy them to the "My Heart" directory. The system will   overwrite any conflicting files and begin patching faulty programming. Also, you need to delete Verbose Self-Criticism from all directories and empty your Recycle Bin to make sure it is completely gone and never comes back.
     
     
    Customer:        Got it. Hey! My heart is filling up with new files. Smile is playing on my monitor and Peace and Contentment are copying themselves all over My Heart. Is this normal?
     
     
    Tech Support:  Sometimes. For others it takes awhile, but eventually everything gets it at the proper time. So Love is installed and running. One more thing before we hang up. Love is Freeware. Be sure to give it and its various modules to everyone you meet. They will in turn share it with others and return some cool   modules back to you.

    A Filipino Applies for a Job at Wal-Mart.

    An office manager at Wal-Mart was given the task of hiring an individual to fill a job opening. After sorting through a stack of resumes he found four people who were equally qualified -- an American, a Russian, an Australian and a Filipino.
    He decided to call the four in and ask them only one question. Their answer would determine who of them would get the job. The day came and as the four sat around the conference room table the interviewer asked, "What is the fastest thing you know?"
    Dave, the American, replied, "A THOUGHT". It just pops into your head. There's no warning that it's on the way; it's just there. A thought is the fastest thing I know of."
    "That's very good!" replied the interviewer.
    "And now you sir?" he asked Vladimir, the Russian.
    "Hmm.... let me see. A blink! It comes and goes and you don't know
    that it ever happened. A BLINK is the fastest thing I know."
    "Excellent!" said the interviewer. "The blink of an eye, that's a very popular cliche for speed."
    He then turned to George, the Australian who was contemplating his reply. "Well, out at my dad's ranch, you step out of the house and on the wall there's a light switch. When you flip that switch, way out across the pasture the light in the barn comes on. Yep, TURNING ON A LIGHT is
    the fastest thing I can think of."
    The interviewer was very impressed with the third answer and thought he had found his man. "It's hard to beat the speed of light" he said.
    Turning to Eleuterio, the Filipino, the fourth and final man, the interviewer posed the same question. Eleuterio replied, "Apter herring da 3 preybyus ansers sir, et's obyus to me dat the fastest thing is Diarrhea."
    "WHAT!?" said the interviewer, stunned by the response. The others were already giggling in their seats...
    "Oh, I can expleyn sir,." said Eleuterio. " You see, sir, da ader day my tummy was peeling bad and so I run so fast to the CR, but before I could THINK, BLINK, or TURN ON THE LIGHT, 'tang ina, sir, I had alreydi shit in my pants!"

    Anak,

    Medyo mabagal akong magsulat ngayon dahil alam kong mabagal ka ring
    magbasa. Nandito na kami sa Estados Unidos para bantayan ang bagong
    biling bahay ng kapatid mo. Pero hindi ko maibigay sa iyo ang address dahil
    dinala ng dating nakatira ang address para daw hindi na sila magpalit ng
    address.

    Maganda ang lugar na ito at malayo sa Manila. Dalawang beses lang umulan sa linggong ito, tatlong araw noong una at apat na araw noong pangalawa.

    Nakakainis lang ang mga paninda dito katulad nun nabili ko na shampoo dahil ayaw bumula. Nakasulat kasi "FOR DRY HAIR" kaya hindi ko binabasa ang buhok ko pag ginagamit ko. Mamaya ay ibabalik ko sa Walmart at magrereklamo ako.

    Noong isang araw naman ay hindi ako makapasok sa bahay dahil ayaw bumukas ng padlock. Nakasulat kasi ay "YALE", eh aba namalat na ako
    sa kasisigaw ay hindi pa din bumubukas. Magrereklamo din ako sa nagbenta ng bahay, akala nila hindi ko alam na SIGAW ang tagalog ng "YALE", wise yata ito!

    Mayroon nga pala akong nabili na magandang jacket at tiyak na
    magugustuhan mo. Ipinadala ko na sa iyo sa "Federal Express" medyo
    mahal daw dahil mabigat ang mga butones kaya ang ginawa ko ay tinanggal ko na lang ang mga butones at inilagay ko na lang sa bulsa ng jacket. Ikabit mo na lang pag dating diyan.

    Nagpadala rin ako ng tseke para sa mga nasalanta ng bagyo, hindi ko na pinirmahan dahil gusto ko na maging anonymous donor. Nakakahiya naman kung ipagkakalat ko pa.

    Ang kapatid mo palang si Jhun ay may trabaho na dito, mayroon siyang 500 na tao sa ilalim niya. Nag-gugupit siya ngayon ng damo sa memorial park, okey naman ang kita above minimum ang sahod.

    Nakapanganak na rin pala ang ate baby mo, hindi ko pa alam kung babae o lalake kaya hindi ko pa masasabi na kung ikaw ay bagong uncle or auntie. Wala na akong masyadong balita. Sumulat ka na lang ng madalas.

    Ang Sulat ni Bebang



    Registered nurse si Bebeng sa L.A. Kasama niya ang kanyang ina na nagpagamot doon. Namatay ang ina nito. Dahil sa kamahalan ng pamasahe pabalik sa Pilipinas, nagtipid si Bebeng. Pinauwi na lang niya ang kabaong ng kanyang ina na mag-isa.

    Pagdating ng kabaong, napansin ng mga kapamilya niya na nakadikit ang mukha ng ina sa salamin ng ataul. Nagkomento tuloy ang isang anak, "Ay, naku! Tingnan mo 'yan... hindi sila marunong mag-ayos ng bangkay sa Amerika! Nakudrado tuloy ang mukha ng inay."

    Upang ayusin ang itsura ng bangkay, binuksan ang kabaong. Aba! May sulat na-nakastaple sa dibdib ng ina. Kinuha nila ito at binasa. Ang nilalaman ng liham na mula kay Bebeng:

    Live on TV (sa government channel) ang unang araw ng imbestigasyon ng Senado kung saan dumalo ang mga membro ng Gabinete ni Arroyo na may kaugnayan sa anomalosong mahigit $300 million ZTE Contract.

    Ginisa ng mga senador ang mga membro ng Gabinete sa ZTE Contract. Sa panlabas, (sa kanilang mga pananalita) makikita kaagad na depensiba ang mga bataan ni Arroyo habang ang mga `magigiting' na senador ang nagpa-impress sa mata ng publiko na `tagapagtanggol' ng kapakanan ng taumbayan. Halimbawa: Si senador Richard Gordon na dating mayor ng Olangapo sa panahon ng diktadurang Marcos at masigasig na tagapagtanggol ng US Military Bases dahil malaki daw ang maitutulong nito sa kaunlaran ng bansa ay naging `tagapagtanggol' ng interes ng bayan laban sa interes ng mga kapitalistang Tsino. Si senador Juan Ponce Enrile, dating Ministro ng National Defense ng diktadurang Marcos at isang malaking kapitalista (bantog sa karahasan ang kanyang malaking kompanya ng logging sa Northern Luzon at Mindanao) kung saan ginamit ang kanyang posisyon noon hanggang ngayon para sa kanyang negosyo ay `kinondenna' ang paggamit ni Jose de Venecia III sa posisyon ng kanyang ama na si Speaker Jose de Venecia.

    Sa esensya, ang nais ipakita ng estadong kapitalista kakutsaba ang institusyong lehislatibo sa publiko ay ganito: `walang sinasanto ang demokrasya at ang mga batas nito'. Gamit ang media laluna ang government channel, lumilikha ito ng impresyon na `kalahok' ang publiko sa imbestigasyon ng Senado. Nakakatuwang moro-moro ng buong uring burgesyang Pilipino (administarsyon man o oposisyon). Pero dapat bang sumabay sa pagtawa ang malawak na naghihirap na masa sa komedya sa susunod pa nilang imbestigasyon hinggil sa ZTE?

    Tinanggal ng PLDT management ang 575 empleyado nito. Ang dahilan: redundancy. Ikalawang batch na ito ng maramihang tanggalan magmula 2002 kung saan mahigit 500 manggagawa ang tinanggal sa taong iyon.

    Hindi ito simpleng union busting dahil ang tanggalan ay hindi lang nangyayari sa mga kompanyang may unyon kundi kahit sa mga walang unyon. Ang tanggalan at kontraktwalisasyon ay manipestasyon lamang ng kawalang kapasidad ng kapitalismo na ipasok sa bilangguan ng sahurang pang-aalipin ang paparaming tao. Ang kontraktwalisasyon ay isang maniobra ng mga kapitalista sa buong mundo (sa atrasadong mga bansa man gaya ng Pilipinas o sa abanteng mga bansa tulad ng Estados Unidos) para itago ang katotohanan na nasa permanenteng krisis na ang kapitalismo at wala ng kinabukasan ang uring manggagawa sa ganitong sistema.

    Kahit saang bahagi ng mundo laluna sa abanteng mga bansa, nakibaka ang mga manggagawa laban sa mga atake ng uring kapitalista sa kanilang kabuhayan. At isa sa mga ito ay ang tanggalan ng manggagawa.  

    Ang makapangyarihang pwersa ay nasa pagkakaisa ng mas marami at mas malawak na manggagawa

     

    Hindi napigilan ng unyon sa PLDT ang tanggalan magmula 2002. Ang negosasyon sa pagitan ng unyon sa PLDT at managemnet ay napatunayang hindi na epektibo at itinali lamang nito ang mga manggagawa sa ilusyon ng negosasyon sa management. Ang kilusang protesta ng mga manggagawa sa PLDT na nag-iisa lang ay hindi na rin epektibo at nagbunga lamang og pagkatalo.

    Sa nagkakaisang mga atake ng buong uring kapitalista kailangang ang pagkakaisang ng mga manggagawa sa iba't-ibang pabrika. At dapat makongkreto ito sa nagkakasiang pakikibaka ng iba't-ibang mga pabrika dala ang komon na mga isyu at kahilingan. Ang suporta ay hindi na sa usaping pinansyal, materyal at moral kundi sa paglunsad din ng mga welga o demonstrasyon ng ibang mga manggagawa sa kani-kanilang mga pabrika.

    Sa halip na unahin ang pagpunta sa "impluwensyadong" mga personalidad tulad ng Obispo, pulitiko o media, ang dapat sentrohan ng pagkilos ay ang pagpadala ng mga manggagawa ng PLDT ng mga delegasyon sa ibang mga pabrika at direktang magpaliwanag at mangumbinsi sa mga manggagawa doon (hindi sa mga lider ng kanilang mga unyon na walang iniisip kundi ang preserbasyon ng unyon sa pamamagitan ng pag-iwas sa "illegal" actions bilang suporta sa mga manggagawa sa PLDT). Ang tagumpay ng pakikibaka ng mga manggagawa sa PLDT ay nasa aktibong suporta mismo ng ibang mga manggagawa sa ibang mga pabrika at wala sa "impluwensyadong" indibidwal at personalidad.


    Prof. Jose Maria Sison would be released from the National Penitentiary in Scheveningen, The Hague in the Netherlands around 6:30 p.m. (Philippine time) today, Sept. 13, according to Connie Ledesma, a member of the National Democratic Front of the Philippines (NDFP) peace panel.

    In a statement posted at the website of the Dutch Justice Ministry, the court said that there are no "sufficient indications that the accused [Sison], while living in the Netherlands, committed the offenses he is charged with, in deliberate and close cooperation with the perpetrators in the Philippines." It added, "Neither do they [charges] contain sufficient concrete indications that the accused incited others to commit these serious offenses,"

    Sison was arrested on August 28 and was charged with ordering the killings of Romulo Kintanar and Arturo Tabara. The New People's Army, armed wing of the Communist Party of the Philippines (CPP), has admitted the killings.

    However, the Dutch court also said, "…there are many indications in the files which support the point of view that the accused is still playing a leading role in the Central Committee of the CPP as well as in the military branch of the CPP, the New People's Army (NPA)."

    The Bagong Alyansang Makabayan (Bayan) welcomed the development but said the persecution of Sison may not be over yet. The group will continue to hold a mass action tomorrow, Sept. 14, to celebrate Sison's release and to warn the Dutch, U.S. and Philippine governments against further violating Sison's rights.
